This is the latest study in a series of research reports produced by the Canadian Institute for Research on Regional Development (CIRRD) with financial assistance from the Atlantic Canada Opportunities Agency’s (ACOA) Atlantic Policy Research Initiative. This study was prepared by Pierre-Marcel Desjardins.
