Higher Education and Regions: Globally Competitive, Locally Engaged

In September 2007, the Organisation for Economic Co-Operation and Development (OECD) released a report entitled Higher Education and Regions: Globally Competitive, Locally Engaged.  In it, the OECD presents a number of policy measures and institutional reforms in regards to the relation existing between higher education institutions and regional development. The OECD report analyzes fourteen regions across twelve countries, seeking answers to the following questions:

  • What is higher education’s regional engagement all about?
  • What are its drivers and barriers?
  • What does regional engagement mean for the governance and management of higher education institutions, for regions and for nations?
  • How does regional engagement fit in with the pursuit of world class academic excellence?

Atlantic Canada is one of the fourteen regions analyzed in the report and the only one from Canada. ACOA provided support to the Atlantic Provinces Economic Council through its Atlantic Policy Research Initiative to conduct the research for the Atlantic component of the larger OECD project.  The Leslie Harris Centre of Regional Policy and Development at Memorial University of Newfoundland also provided funding towards the project.
