Canada 150 Community Infrastructure Program

Due to an enthusiastic response by Atlantic Canadian communities and community groups, it is possible that projects submitted for consideration may exceed the CIP 150 allocation. As such, please contact the ACOA office nearest you before submitting an application under CIP 150.

The Canada 150 Community Infrastructure Program (CIP 150) supports projects that rehabilitate existing community facilities across Canada. The program is part of the Government of Canada’s celebration of our country’s 150th anniversary of Confederation. The program will be in effect until March 31, 2018.

What projects qualify for CIP 150 funding?

  • Community and cultural centres;
  • Legions;
  • Museums;
  • Parks, recreational trails such as fitness trails, bike paths and other types of trails;
  • Libraries;
  • Recreational facilities, including local arenas, gymnasiums, swimming pools, sports fields, tennis, basketball, volleyball or other sport-specific courts, golf courses, ski hills and certain other types of recreational facilities;
  • Tourism facilities;
  • Docks;
  • Cenotaphs; and
  • other existing community infrastructure assets that have a local community impact, such as local roads, drinking water treatment and distribution systems, connectivity and broadband, local airports, solid-waste management and waste-water infrastructure.

Who can apply?

You may apply for CIP 150 funding if you are:

  • A municipal or regional government established by or under provincial or territorial statute;
  • A provincial or territorial entity (e.g. a department, Crown corporation or agency) that provides municipal-type infrastructure service to communities, as defined in provincial or territorial statute;
  • A band council within the meaning of section 2 of the Indian Act; or a government authority established pursuant to a Self-Government Agreement or a Comprehensive Land Claim Agreement between Her Majesty the Queen in right of Canada and an Indigenous people of Canada, that has been approved, given effect and declared valid by federal legislation;
  • A public-sector body that is established by or under provincial or territorial statute or by regulation or is wholly owned by province, territory, municipal or regional government and that provides municipal-type infrastructure services to communities; and
  • An incorporated not-for-profit organization.

How much assistance is available?

With the addition of $16.6 million in supplementary funding announced in Budget 2016, the total CIP 150 allocation for Atlantic Canada, to be delivered by ACOA, is up to $33.2 million.

While the CIP 150 can fund up to a maximum of 50 per cent of total eligible project costs, preference may be given to projects that only require one third funding from the program. The proponent is required to source the balance of the funding. The maximum contribution amount under the program is $1 million per project.

What criteria must be met?

Projects will be selected on the basis of readiness, funds leveraged, their anticipated completion date, as well as economic benefits.

Other requirements include:

  • fall under one of the eligible project categories;
  • be for the rehabilitation or renovation, including expansion, of existing community infrastructure assets (expansions must not exceed 50% of the original footprint of the facility or asset);
  • must be for public use or benefit;
  • leverage a minimum of 50 per cent of funding from other sources; and
  • be completed by March 31, 2018

Projects that meet the eligibility requirements above will be further assessed based on the following:

  • project readiness;
  • capacity to be completed by March 31, 2018 (preference may be given to projects with completion date of fall 2017);
  • the extent to which other funding is leveraged (projects will be assessed by how much leveraging they are able to secure; higher leveraging may be preferred); and
  • linkages to Canada 150.

Contact your nearest ACOA office to discuss your project before completing and submitting the Application for Financial Assistance form.

In addition to the information requested in the application form, proposals must also include the following information:

  • Project type (rehabilitation/renovation or expansion) and an explanation of how the project complies with the assessment criteria;
  • A description of partners (including funding partners) and status of other sources of funds (intended, requested or confirmed);
  • A description on how the project will contribute to Canada’s legacy and have a lasting impact of Canada’s infrastructure;
  • A description on how the project contributes to a clean growth economy (if applicable); and
  • A description on how the project will have a positive impact on Indigenous communities (if applicable).
